Here is a shot of the SWF Community Gardens being constructed in April 2010 (16 years ago). They were built on an empty lot across from the Atwater. This was a great riverfront gardening spot. Some history on the gardens here.
This site is now Osprey Apartments, and more specifically the Razorfade end of the building.

The gardens were moved in 2014 to land offered by OHSU at Block 33 (the lot just west of Elizabeth Caruthers Park).
