Welcome to the neighborhood, ICE

It looks like we have an answer...Yesterday, after a lengthy decision-making process involving appeals from both sides, Portland City Council voted this week to approve the proposed ICE (Immigration & Customs Enforcement) detention center in the South Waterfront.
